		<description><![CDATA[NEWS ANALYSIS Cecil County had some good economic development news this week, for a change, with the formal announcement of 700 jobs with online retailer Amazon coming to a mega-warehouse near Perryville. But enthusiasm should be tempered with a dose of economic reality on the shortcomings of the local workforce and the paucity of better-paying tech jobs that could expand the local economy and taxbase. While Amazon will bring warehouse operations, employing forklift operators and order-pullers to its “fulfillment center” at a new 10-year leased facility at the Principio business park off Route 40, the quality of the local county workforce and job creation expectations do not bode well for the future in Cecil County, where a new study of workforce skills and expected job opportunities projects that the highest number of new jobs through 2022 in the area will be for low-paid store cashiers. At the same time, a high-value new employer in the county that has built a permanent, owned and operated facility had a positive workforce view—because it recruited computer and technology-savvy workers from other areas. McCarthy and two new members of the County Council were sworn into office during a packed, standing room only ceremony at the Upper Chesapeake Ballroom, at the North East fire company hall in North East. The ceremony was attended by most members of the District 36 state legislative delegation, mayors of the county’s towns, many county employees, local business owners, and supporters and family members of the newly elected public officials. Outgoing County Executive Tari Moore and outgoing County Council President Robert Hodge also attended. 		<description><![CDATA[A CECIL TIMES SPECIAL REPORT With less than a month before the primary elections for Cecil County Executive and County Council, some candidates have surged to the forefront in campaign fundraising and activity while a recent candidates’ forum displayed some not-ready-for-prime-time verbal paralysis. Top fundraiser for County Executive is current County Council Vice President Alan McCarthy (R-1), with mostly local donations, while his three GOP primary rivals lag in donations and rely heavily on out of area supporters. In addition, during a candidates’ forum sponsored by the Cecil County Chamber of Commerce at Cecil College in North East on 3/29/16, contenders answered questions and outlined their campaign agendas. Most of the candidates handled the generally softball questions with ease—with the exception of one political newcomer who choked up under the pressure of even describing his own positions and reasons for running for office. Alan McCarthy’s latest campaign finance report, the pre-primary filing required on 3/22/16, showed a bank balance of $9,343, after new contributions of $8,150 and expenditures of $1,789 for the period from 1/14/16 through 3/15/16.
