		<description><![CDATA[A CECIL TIMES SPECIAL REPORT The 2014 campaign for Cecil County Sheriff, always a hot political contest, is beginning already, with familiar names, switched party affiliations and some potential wildcards. The most prominent candidate so far—Chris Sutton, running in his third bid for Sheriff—faces some significant political challenges in trying to seal the deal with Cecil County voters this time around. The political jockeying to replace incumbent Sheriff Barry Janney, a Republican who said right after winning the 2010 election that this would be his last term in the job, is already beginning and for Sutton, who lost to Janney in the 2010 and 2006 elections, the campaign never really ended. But this time, Sutton has switched from the Democratic party to the Republican side. (Way back when, he was a Republican before turning to the Democrats when he ran against Janney the first time.) Sutton is certainly not alone in switching political affiliations, and county voter registration narrowly shifted to a Republican majority for the first time in 2012. 		<description><![CDATA[Cecil County Sheriff Barry Janney is seeking budget approval to add five new deputies to the force and upgrade computer software to track evidence and DNA samples, according to documents submitted to County Executive Tari Moore. Law enforcement operating expenses are projected to rise by over $306,000 from current levels while expenses at the newly expanded Detention Center in Elkton would grow by about $886,000 over the current budget year under Janney’s proposal. Under the new Charter government in Cecil County, Moore is reviewing Fiscal 2014 budget requests by individual departments of county government—including that of the independently elected Sheriff—and she will unveil her overall budget proposals on Friday 3/1/13. The County Council will then review Moore’s proposal but may only cut spending and cannot increase funds in the budget. (The new 2014 fiscal year begins on 7/1/13.) Janney told Cecil Times that his department urgently needed to expand the number of deputies out on road patrols to answer an increasing volume of calls for help from citizens. 		<description><![CDATA[Robert “Skip” DeWitt, who lost the Democratic primary for Cecil County Sheriff in 2010, will run again for Sheriff in 2014&#8212;but this time as a Republican. That move could create a possible re-match—but across party lines—with Democrat Chris Sutton, who defeated DeWitt in the 2010 Democratic primary for Sheriff. Sutton lost the general election to incumbent Republican Barry Janney. Janney has announced he will not seek re-election in 2014. In an interview with Cecil Times, DeWitt said he had changed his political party affiliation from Democrat to Republican in the past week and on Monday evening attended his first-ever GOP event, a meeting of the Cecil County Republican Club. He also declared that he would be a candidate for sheriff in four years. “I’m a card-carrying Republican now,” DeWitt said. “I don’t consider the Democrats to be conservative,” he said, and “I really like what the Republicans stand for.” DeWitt’s late father was a Democrat who served as county sheriff for many years and was widely popular with local citizens of both political parties.
