		<description><![CDATA[There were tears and laughter—much, much laughter—as Cecil County residents gathered on Tuesday to say farewell to Nelson Bolender and celebrate the life and legacy of the county’s premiere educator and government leader. Bolender, the former principal of North East and Elkton high schools and the two-term president of the Cecil County Board of Commissioners, was laid to rest on 2/19/13 after an overflow crowd attended his funeral services at the Elkton United Methodist church. Current and former county government officials, teachers and citizens all joined together with Bolender’s family to honor his memory. Bolender died suddenly last Thursday, 2/14/13. An honor guard of Cecil County Sheriff’s Department deputies flanked the entry to the church sanctuary, and Sheriff Barry Janney—often choking back tears—spoke in Bolender’s honor. “Nelson did more for public safety,” Janney said, “than anyone in history” in Cecil County. On Bolender’s watch as president of the Commissioners board, the county bolstered the law enforcement officers pension program, which until that time had never had a retiree because the benefits were so low. Bolender and his Commissioner board ally, Harry Hepbron, pushed through a major upgrade of the pension system and celebrated the first-ever retiree from the county Sheriff’s [&#8230;]]]></description>

		<description><![CDATA[In a bold move to launch her administration as County Executive without the partisan warfare that has stymied Cecil County government for the past two years, Tari Moore changed her political party affiliation on Thursday from Republican to Unaffiliated—a move that will block the Smipkin political faction from controlling who will fill her soon to be vacated seat on the new County Council. Additionally, the step makes it highly unlikely that Commissioner/Council member Diana Broomell (R-4) would get enough votes to become President of the new County Council. Moore walked into the county’s Board of Elections office in the county administration building in Elkton shortly after noon Thursday and filled out the paperwork to change her political party affiliation, sources said. That means that when she officially resigns her council seat on Monday 12/3/12, so as to be sworn in as the county’s first-ever County Executive, her council seat is not aligned with any political party. 		<description><![CDATA[Analysis/Commentary It was a bipartisan or multi-partisan vote that made Tari Moore Cecil County’s first-ever County Executive in the November election. But the choice of her replacement on the new County Council is now primarily in the hands of a highly partisan group—the local Republican Central Committee controlled by the Smipkin political organization that actively attacked Moore and sought to block her from winning her party’s nomination for executive. But there is a way out of this conundrum—a way that would require some political courage and “thinking outside the box”—to yield a new Council member who was not marching in lockstep to a Smipkin-ruled agenda for the next two years and instead would give the new County Executive a partner in progress, rather than a roadblock. And there are already several potential candidates that Moore could choose from who would never be picked by the Smipkin group but who could serve the county well if Moore were free to consider them.
