		<description><![CDATA[NEWS ANALYSIS Cecil County Council member Jackie Gregory (R-5) has filed as a candidate in the 2022 Republican primary for state Delegate in District 36, potentially casting aside the Council seat to which she won re-election just 14 months ago and challenging the all-Republican delegation that has worked together as a “team” for the past eight years to represent the four counties that comprise the 36th. If she succeeds, it would mean that the Cecil County Republican Central Committee would get a second opportunity to pick a successor to fill a vacant County Council seat, as the panel did recently to submit a list of its choices to replace Council member George Patchell (R-4) But Patchell, who resigned to become the Perryville town administrator, had just a year left on his term while an appointed replacement for Gregory would get to serve for more than two years without having to stand before voters. Gregory filed her candidacy papers on 1/5/2022 and created a new campaign finance committee to support her bid to move her political career to Annapolis. 		<description><![CDATA[NEWS ANALYSIS Over four months before the filing deadline for 2020 primary elections in Maryland, Cecil County politics are taking an interesting twist, as multiple candidates emerge for County Executive, with the potential for a place-holder trying to scare others out of the race. And veteran County Council President Bob Meffley (R-1) has made it official by filing for re-election. Danielle Hornberger, the wife of state Del. Kevin Hornberger (R-35), filed paperwork with the state Board of Elections for a campaign committee, “Friends of Danielle Hornberger,” on 9/4/2019. But she did not file separate paperwork to declare her candidacy for a particular elected office. Mrs. Hornberger, who is a part-time employee of US Rep. Andy Harris (R-1), is a former substitute teacher in southern Maryland and Cecil County. Harris has been a major campaign fundraiser and supporter for her husband’s political endeavors. In addition, Ewing McDowell, a Rising Sun area farm owner, state employee and former state Republican political candidate, is close to filing for County Executive, setting up a potentially crowded political field for the top Cecil County elected office. 		<description><![CDATA[NEWS ANALYSIS We’ve seen it before in Cecil County politics: a disgruntled lone wolf creates a rump group with a name similar to a well-established organization to confuse the public and launch political attacks on the original group. So, a dissident online presence created in 2016 by conservative activist Vincent Sammons that had existed as a little-known Facebook page suddenly emerged in recent days as a “new” voice by attacking the original group whose name he co-opted. The Republican Club of Cecil County has functioned for many years as a local GOP organization that supported national, state and county Republican political candidates, held fundraising events and, until a few years ago, operated a Political Action Committee (PAC) registered with the state Board of Elections to make donations to candidates it endorsed. [The club&#8217;s &#8220;Republican Club of Cecil County PAC&#8221; operated from 2006 to 2012.] Sammons sought nomination as President of the Club in 2016, and received the support of a nominations committee, which he headed, sources said. But then other club members opposed his nomination and put forward the name of Alan McCarthy, who had won the general election for Cecil County Executive.
