Judge William W. Davis, Jr., known locally as “Will” in his work with youth groups and charities to aid troubled children, won election to a 15-year term on the Cecil County Circuit Court bench on Tuesday, as voters confirmed Gov. Larry Hogan’s choice of Davis for an appointment to the bench in 2016. To win election to the seat, Davis defeated two challengers—Edwin B. Fockler IV, an assistant public defender, and former state Delegate Michael D. Smigiel, Sr. All of the candidates were Republicans. But since judicial positions are considered non-partisan, candidates appeared on both the Democratic and Republican primary ballots. Under state law, if one candidate won the Democratic primary while another person won the Republican primary, then those two names would proceed to the general election ballot for voters to make a final choice. But with Davis winning both party primaries, he will appear unopposed on the general election ballot and thus has already won de-facto election to the post. Circuit Court judges serve a 15-year term after being elected by local voters. With all but two precinct tallies completed, in the Republican primary, Davis won 53 percent of the vote. Fockler received 29.1 percent, while Smigiel garnered […]

CECIL CHATTER: TODDLER TERRORISTS INVADING CECIL COUNTY IN COUNCIL RACE? Another local campaign by Dan Schneckenburger, another pitch against “illegal immigrants”—despite Census data showing minimal foreign-born population, including legal residents and citizens, in Cecil County—in his campaign flyers orchestrated by a Harford County political consultant. In his latest campaign for re-election to his District 3 County Council seat in the Republican primary, Schneckenburger lists as top priority on one of his direct mail flyers to “work with law enforcement to fight the spread of illegal immigrants in Cecil County.” This time, it’s a more generic pitch, in contrast with the detailed platform he injected into his failed race for County Executive in 2016. At that time, he outlined a plan to “investigate” businesses holding contracts with the county and terminate them if contractors “knowingly”employed any illegal immigrants. He also proposed investigating charitable groups receiving county grants to see if they provided any “aid to assist illegal immigrants.” However, a review of federal Census data and state Planning Department statistics by Cecil Times showed a minimal “foreign born” population in the county—including legal residents and US citizens who happened to have been born overseas. The rise in all “foreign born” people […]

NEWS ANALYSIS From nose-biting at a polling place to creating a political club with virtually the same name as a longstanding and well-known Republican group so as to confuse voters, never let it be said that Cecil County politics is clean and above-board. Now we can add to the dirtpile the cyberspace hijacking of one candidate’s full name by his opponent, in order to divert voters to his own website and solicit donations. Ed Larsen, a janitorial services business owner from Conowingo, filed to run in the Republican primary for County Council in District 4 against incumbent George Patchell. Patchell, who is the popular head of the Cecil County YMCA and well known as a leader in youth activities, was first elected to the County Council four years ago and has filed for re-election in the June Republican Primary. (There is no Democratic candidate, so the winner of the GOP primary will be unopposed on the November general election ballot.) Larsen, apparently not content to make a straightforward appeal to voters with his own website, “Larsen4Cecil.com,” has registered at least four website domain names that are plays upon George Patchell’s name, according to records on file with the ICANN/ WHOIS […]
