		<description><![CDATA[A CECIL TIMES SPECIAL REPORT Karl.H. Fockler, a candidate for Cecil County State’s Attorney in the June Republican primary, is under court-ordered garnishment of his salary as a prosecutor due to court judgements for millions of dollars in unpaid debts. If elected state’s attorney, he would get a major pay boost and would be in charge of managing a more than $2.4 million annual budget, virtually all of which is provided directly by county taxpayers. Multiple Circuit Court judgements, in Cecil County and other jurisdictions, total at least $1.8 million for unpaid debts against Fockler while another judgment against Karl Fockler and his wife, Suzanne, amounts to $473,014, bringing the total to over $2.3 million. Several other judgements or liens, including for unpaid state and federal taxes, were also filed but were subsequently listed as “satisfied,” or paid off, according to state court records. In addition, Karl Fockler and his brother, Edwin B. 		<description><![CDATA[Updated results from the June 24 primary elections, including provisional ballots and two rounds of absentee vote counts, confirm the initial election night results in Cecil County contests and the fight for a Delegate seat in District 36—with incumbent Michael Smigiel losing his seat by even more votes. While the state elections board had not yet certified the final results statewide, Cecil County (and the other three counties included in District 36) had completed their counts of all outstanding provisional and absentee ballots on Monday. The tallies confirm the election night winners of three Cecil County Council seats, the Sheriff’s race, State’s Attorney contest and three Delegate seats in District 36. 		<description><![CDATA[Cecil County State’s Attorney E.D. (Ellis) Rollins III won re-election Tuesday in the Republican primary while sitting judge Brenda Sexton won overwhelming support to remain on the Circuit Court bench in a non-partisan contest. As a result, both Rollins and Judge Sexton will retain their positions since they will be unopposed on the November election ballot. Rollins, a veteran lawyer in the county who won the State’s Attorney prosecutor post four years ago, won 3,952 votes, or 64.7 percent of the vote, in Tuesday’s Republican primary. His opponent, lawyer Michael Halter, received 2,154 votes, or 35.2 percent of the total votes cast. The State’s Attorney race had become heated in recent weeks, with Halter questioning Rollins’ hiring of his son for a job in his office as an investigator assigned to District Court cases. Rollins defended his hiring decision, saying it was permitted under an appellate court ruling, and counter-charging that he fired Halter as a prosecutor after warnings about his personal postings on social media. Democrats did not field a candidate for State’s Attorney in their party’s primary so Rollins will have no opposition in the November general election.
