		<description><![CDATA[NEWS ANALYSIS Never let it be said that perennial candidate and three-time loser Michael D. Smigiel, Sr., doesn’t have any more political tricks up his sleeves, even if they aren’t the sleeves on a Cecil County judicial robe that he desperately wants to wear. Now he’s trying for a two-fer: a judicial seat for himself and his old District 36 state Delegate seat for his son and namesake, Michael D. Smigiel, Jr., a young filmmaker and video photographer. Daddy Smigiel lost his delegate seat in the Republican primary in 2014, when he didn’t even carry his home base of Cecil County in the four-county area covered by District 36. Daddy has also lost a previous run for a judicial seat and lost badly two years ago in a GOP primary challenge to incumbent Congressman Andy Harris (R-1st). Smigiel Sr. filed on Monday as a candidate for a Circuit Court judicial seat, running against incumbent judge Will Davis. Davis was appointed by Gov. Hogan to fill a vacancy on the local bench in 2016 and, under state law, must stand before the voters in this year’s elections for a 15-year term. 		<description><![CDATA[Alan McCarthy, the current Vice President of the Cecil County Council, won a solid victory Tuesday in his race to become only the second County Executive under Charter government. McCarthy, a Republican, defeated former County Commissioner and Port Deposit Mayor Wayne Tome, a Democrat, by about a two-to-one margin. McCarthy tallied 27,229 votes from early voting and Election Day ballots, while Tome received support from 13,849 voters. McCarthy racked up 66.1 percent of the vote while Tome won 33.6 percent. Absentee, provisional and overseas ballots will be counted later but the margin indicated those later counts were not likely to upset the McCarthy victory. In the only other contested race on the local ballot, William C. Manlove narrowly retained his seat on the Cecil County Board of Education in a non-partisan race. Manlove, a former County Commissioner and an Earleville Democrat, defeated political newcomer Kevin Emmerich, by a vote of 17,832 (51 percent) to 16,892 (48.3 percent). The contest was much closer than had been expected, as conservatives rallied around Emmerich in a campaign that challenged spending on county schools and opposed the “Common Core” curriculum. 		<description><![CDATA[NEWS ANALYSIS Cecil County Councilor Dan Schneckenburger (R-3) has announced he will run for County Executive in the 2016 Republican primary, setting up a face-off with Council Vice President Dr. Alan McCarthy (R-1) that could divide the local business community and split the mainstream GOP vote. So far, one politically unknown ultra-conservative “liberty” candidate has also filed and in the past the executive’s contest attracted a multi-candidate field largely populated by inexperienced wannabes. Before his announcement, Schneckenburger conducted “robocall” polling among county Republicans and solicited support from Second Amendment/ gun rights advocates. He has been a strong supporter of current County Executive Tari Moore, who recently announced she would not be a candidate for re-election in 2016. In a press release issued Sunday night, Schneckenburger said he decided to run because he believes the county needs “a County Executive with the courage and wisdom to lead on key initiatives: growing our local economy to create more jobs, developing a streamlined and productive government that is focused on customer service, and fighting for Cecil County interests from the state government in Annapolis. “We must continue to make investments in education, drug control, and infrastructure, and we can do this by increasing [&#8230;]]]></description>
