		<description><![CDATA[Cecil County State’s Attorney E.D.E. (Ellis) Rollins III, who is seeking re-election to his post, hired his son as an investigator&#8211; who began work the same day his father was sworn into office&#8211; although he lacked the law enforcement experience of previous occupants of the position. The hiring has become an issue in the current Republican primary campaign. Ellis Rollins’ son, Kyle Rollins, was hired as an investigator in the State’s Attorney office on 1/3/11, according to county Human Resources Director Donna Nichols, who said his current salary is $53,664. He is scheduled to receive a 4.75 percent pay raise—including a 1.75 percent cost-of-living increase—effective 7/1/14, she added. The State’s Attorney’s office receives funds from Cecil County government as well as the state but its personnel policies come under the county government’s HR office, Nichols said. The county has an anti-nepotism policy regarding the “employment of relatives” but Nichols said it was determined that the elder Rollins would not be directly supervising his son. The elder Rollins told Cecil Times that there was an appellate court case that was “on point” that indicated there was no conflict in hiring his son for the position. 		<description><![CDATA[After weeks of discussion and hand-wringing, the Cecil County Board of Commissioners finally named a five-member budget advisory panel Tuesday, with some Commissioners picking people with impressive credentials while Board President James Mullin (R-1st) picked a major donor to his political allies’ Political Action Committee. The Commissioners have been discussing appointment of a budget advisory panel for weeks and a majority had decided that each of the five Commissioners would name one person to the group, which would not have any legal powers or authority but would simply advise the Commissioners on possible budget cuts. Commissioners Robert Hodge (R-5) and Diana Broomell (R-4) announced choices with impressive budget and economics experience. Hodge selected James Butkiewicz, who is a professor of economics at the University of Delaware and a former chairman of the Cecil County Economic Development Commission. He is a resident of the northern Elkton area. Broomell selected Gary Benjamin, of Conowingo, who has been a cost and budget analyst for over 25 years at the Edgewood Arsenal/Aberdeen Proving Ground military facility in Harford County. 		<description><![CDATA[Cecil County voters swept Republicans into office in most major local contests Tuesday, turning the five-member Board of Commissioners into an all-GOP panel for the first time while ousting the longtime Democratic Clerk of the Circuit Court and the Democratic State’s Attorney. But, in one of the ultimate ironies of Tuesday’s balloting, voters overwhelmingly approved an overhaul of county government to a charter system of governance, under which a new county executive position will be created and the commissioners transformed into a County Council with fewer individual powers. Voters have repeatedly rejected ballot issues for charter in the past but advocates argued that the county government had become dysfunctional by having to receive approval from the state legislature for even minor legislative actions. The only incumbent Commissioner running Tuesday, Democrat Brian Lockhart, was solidly defeated by newcomer Michael Dunn, R, a legislative aide to Del. Michael Smigiel (R-36.) Lockhart, the President of the current board, received 11,942 votes, or 43.5 percent, while Dunn topped him with 15,497 votes, or 56.4 percent, in District 3, which is based in the Rising Sun area.
