		<description><![CDATA[NEWS ANALYSIS Cecil County Executive Danielle Hornberger (R) submitted her proposed Fiscal 2023 budget to the County Council on 4/1/2022, providing a penny cut on the property tax rate, the minimum state-required aid level for county schools and Cecil College, and a “Blue Ribbon Commission” to look at law enforcement pay scales—but no extra pay beyond their current bare bones union contract. The one indication that Hornberger may have begun listening to upset county residents was her attempt to make up in part for her Fiscal 2022 assault on the county public libraries, which suffered the deepest cuts of any agency in the current budget. That policy forced major cutbacks in public services&#8211; while also making library staff the only county employees to receive no cost of living pay raises this budget year. 		<description><![CDATA[NEWS ANALYSIS Cecil County Executive Danielle Hornberger has lobbed an insult-laden video attack on the County Council for daring to disagree with her on an Elkton town land annexation case, claiming in a fact-free screed that Councilors were “bought and paid for” by developers—despite the fact that most of the Councilors had minimal campaign donations of any kind while she accepted multiple large donations from real estate interests. In addition, Hornberger’s appointed county attorney—Lawrence Scott, an Annapolis political consultant and lobbyist who never appeared in any state courtroom or even entered written legal representation on behalf of a client, according to the state Courts database—has tried to bully the Council on several issues, including solar panel farm legislation and the annexation case. Scott even made up his own facts recently to rail against and try to block cameras on school buses to catch car drivers who illegally pass a bus. The cameras are provided at no charge by a private firm that will collect fines and split the revenues with the county schools. 		<description><![CDATA[NEWS ANALYSIS Cecil County Council President Bob Meffley (R-1) could have used a sledgehammer to gavel a Council meeting to order on Tuesday (9/7/2021) when an unruly member of the local Republican Central Committee launched a loud personal attack. But the volume of his wooden gavel, although forceful, was nothing compared to the belligerent battle waged by Vincent Sammons, the chair of the local GOP Central Committee, who wanted to override county law to claim a seat on a Redistricting Commission assigned to re-draw County Council district lines based on the new Census. No matter to Sammons that both the County Charter and the authorizing legislation enacted by the Council in April to establish the local commission specified that any “elected” official could not be seated on the redistricting panel. Sammons was elected by voters in the 2018 GOP primary to the party committee. No matter to Sammons that his Central Committee had not submitted a full slate of five GOP candidates to the County Council, as required, this summer and instead had listed “to be determined” instead of actual names for several GOP seats.
