		<description><![CDATA[NEWS ANALYSIS As in-person early voting in the General Election began on Thursday (10/27/2022), Cecil County voters will decide five local Charter amendments, including changes in selection of Ethics Commission members and requiring greater “transparency” on spending and real estate deals by the County Executive. The proposals are designed to address problems that emerged in the first two years of Danielle Hornberger’s administration. In addition, a proposed amendment to the State Constitution (Question 2) would require a state Delegate or Senator to “maintain” residency withing the boundaries of the district from which he/she was elected. Delegate Kevin Hornberger, Danielle’s husband, lived outside the boundaries of his former District 35-A, according to state land records, financial disclosure statements and sworn mortgage refinancing documents. He got away with using his parents’ address for years because no one challenged his residency within the limited less than two-week window for challenges to the State Board of Elections after a candidate files for office. Currently, the state Constitution only specifies a requirement for district residency at the time of filing but is silent on maintaining residency after an election and for the duration of the four-year Delegate term. 		<description><![CDATA[NEWS ANALYSIS Cecil County Council member Jackie Gregory (R-5) has filed as a candidate in the 2022 Republican primary for state Delegate in District 36, potentially casting aside the Council seat to which she won re-election just 14 months ago and challenging the all-Republican delegation that has worked together as a “team” for the past eight years to represent the four counties that comprise the 36th. If she succeeds, it would mean that the Cecil County Republican Central Committee would get a second opportunity to pick a successor to fill a vacant County Council seat, as the panel did recently to submit a list of its choices to replace Council member George Patchell (R-4) But Patchell, who resigned to become the Perryville town administrator, had just a year left on his term while an appointed replacement for Gregory would get to serve for more than two years without having to stand before voters. 		<description><![CDATA[NEWS ANALYSIS Cecil County Executive Danielle Hornberger has lobbed an insult-laden video attack on the County Council for daring to disagree with her on an Elkton town land annexation case, claiming in a fact-free screed that Councilors were “bought and paid for” by developers—despite the fact that most of the Councilors had minimal campaign donations of any kind while she accepted multiple large donations from real estate interests. In addition, Hornberger’s appointed county attorney—Lawrence Scott, an Annapolis political consultant and lobbyist who never appeared in any state courtroom or even entered written legal representation on behalf of a client, according to the state Courts database—has tried to bully the Council on several issues, including solar panel farm legislation and the annexation case. Scott even made up his own facts recently to rail against and try to block cameras on school buses to catch car drivers who illegally pass a bus. The cameras are provided at no charge by a private firm that will collect fines and split the revenues with the county schools.
