		<description><![CDATA[“CRIMINAL NUISANCE” PROPERTIES FACE COUNTY CRACKDOWN For years, Cecil County government, law enforcement and neighbors have been trying to clean up run-down properties, especially in trailer parks, that have become home to drug dealing and criminal activity. Now the county government is looking to crack down on absentee landlords with proposed legislation that could impose escalating sanctions to clean up “criminal nuisance” properties. The 16-page resolution proposed at the Council’s 2/21/2017 worksession doesn’t mention the Lakeside trailer park, but in comments by some officials it was clear that the North East-area development is considered a prime candidate for the enforcement proposal. Drugs and criminal activity have long been a problem at the site, where mobile homes and the lots on which they sit are often individually owned by absentee landlords, who then rent out the low-cost dwellings to tenants. Unlike other trailer parks, where the lots are owned by a central management that could enforce rules and evict problem residents, at Lakeside individual owners act as landlords for many, if not most, of the dwellings. 		<description><![CDATA[Cecil County State’s Attorney Edward D. “Ellis” Rollins was charged on Monday with four misdemeanor offenses—two counts of indecent exposure and two counts of disorderly conduct—stemming from his arrest last week in Ocean City, after local police responded to citizen complaints of a naked man on a hotel balcony. “Indecent exposure” is a misdemeanor, punishable by a maximum of three years in prison and/or a fine of up to $1,000. In addition, “disorderly conduct” is a misdemeanor, punishable by a sentence of 60 days in jail and/or a $500 fine. Conviction on all four counts could result in a total of six years and 120 days in prison and fines up to $3,000. Rollins, who is in his second term as the elected State’s Attorney for Cecil County, was personally notified by Worcester County State’s Attorney Beau Oglesby, sources said. 		<description><![CDATA[A CECIL TIMES SPECIAL REPORT NEWS ANALYSIS/ COMMENTARY Cecil County Councilor Dan Schneckenburger, a candidate for County Executive in the upcoming Republican primary, is proposing to kill county contracts or grants with businesses or non-profits employing or aiding “undocumented workers,” tapping into a politically popular national anti-immigrant theme in the Donald Trump campaign for the GOP presidential nomination. But the proposal aims at a “problem” that data show is minimal locally and ignores how much it could cost local taxpayers to investigate contractors or grantee’s employee roster or potentially higher costs for construction and other projects. A statement outlining Schneckenburger’s proposal was emailed to members of the local and state press Monday night by Erik Robey, who has already received payments of $325 for preparation of “campaign brochures” from Schneckenburger’s campaign, according to state campaign finance records. Robey is the former Chief of Staff to Anne Arundel County Executive John Leopold, who was convicted in 2013 on two counts of misconduct in office in a wide-ranging scandal involving misuse of county employees and police in political activities and romantic affairs.
