		<description><![CDATA[All Cecil County Sheriff’s deputies are now equipped with anti-ballistic helmets that could save police lives in a confrontation with a mass shooter—such as the recent Orlando murders—despite Cecil County Council budget cuts last year that slashed funds for riot gear. But the county still lacks other equipment that could save lives in the event of a major shooting incident here. The recent mass shootings at an Orlando, Florida nightclub highlighted the importance of life-saving equipment for law enforcement agencies, including anti-ballistic helmets that saved the life of a police officer and a heavily-armored vehicle used to ram a hole in the building to free wounded and terrified people while the shooter was still firing. The shooter, who was eventually killed by police after he murdered 49 people and wounded almost as many other patrons of the club, fired a shot directly at the head of a police officer but the bullet was deflected by a helmet. 		<description><![CDATA[A CECIL TIMES SPECIAL REPORT NEWS ANALYSIS/ COMMENTARY Cecil County Councilor Dan Schneckenburger, a candidate for County Executive in the upcoming Republican primary, is proposing to kill county contracts or grants with businesses or non-profits employing or aiding “undocumented workers,” tapping into a politically popular national anti-immigrant theme in the Donald Trump campaign for the GOP presidential nomination. But the proposal aims at a “problem” that data show is minimal locally and ignores how much it could cost local taxpayers to investigate contractors or grantee’s employee roster or potentially higher costs for construction and other projects. A statement outlining Schneckenburger’s proposal was emailed to members of the local and state press Monday night by Erik Robey, who has already received payments of $325 for preparation of “campaign brochures” from Schneckenburger’s campaign, according to state campaign finance records. Robey is the former Chief of Staff to Anne Arundel County Executive John Leopold, who was convicted in 2013 on two counts of misconduct in office in a wide-ranging scandal involving misuse of county employees and police in political activities and romantic affairs. 		<description><![CDATA[Cecil County suffered a record or near record snowfall last weekend and county roads crews and contractors toiled around the clock to clear hundreds of miles of roadways and bridges, but the County Council was divided Tuesday on just how good a job was done and whether social media should have been used more extensively to advise the public on snow-clearing progress. But in southern Cecil County—often referred to by some Elkton-based government officials as “the middle of nowhere”—even remote rural county roads in Earleville were cleared to two full lanes and down to the pavement by mid-day Monday. That response was the best in more than 20 years, with lesser snow accumulations in the past, according to some long-time residents. County Director of Public Works Scott Flanigan took the hot seat to explain to a County Council worksession Tuesday morning the actions of DPW employees and contractors who plowed county roads during the recent snow emergency. “Given the magnitude of the event” and “the major drifting problems,” he said, the DPW staff and contractors rose to the challenge.
