		<description><![CDATA[NEWS ANALYSIS It was the first meeting of the new Cecil County Council, with a 3-2 majority of close political allies of County Executive Danielle Hornberger elected in November, but things didn’t exactly go to plan at the 12/6/2022 worksession. Long moments of silence, accompanied by overheard stage whispers and visible head shakes, thwarted Jackie Gregory’s push to assert full control of the Council by getting herself elected President and ally Donna Culberson as vice president. (Gregory won, Culberson didn’t.) Gregory was the vice president of the Council and a core advocate during the summer Republican primary campaign of a “slate” of candidates seeking to unseat two fellow GOP incumbents: Bill Coutz in District 2 and Al Miller in District 3. Coutz lost to Rebecca Hamilton in the primary while Miller survived vicious attacks, in glossy flyers financed in part by US Rep. Andy Harris (R-1) and Del. Kevin Hornberger (R-35), the spouse of the County Executive. 		<description><![CDATA[Cecil County voters go to the polls for in-person voting on Tuesday (11/8/2022) to decide three County Council races, three school board contests, and several county Charter proposed changes, but the final outcome of the voter decisions will not be known for more than a week. The local Board of Elections (BOE) will not even begin to count mail-in ballots until Thursday, two days after Election Day. Complicating the election tally is the unusual presence of two write-in candidates for County Council who have gone through the official candidate registration process that will require the BOE to count and record their votes. Scanners will identify a marked oval for a write in candidate, but BOE staff will have to review the ballot to record the name, according to Doug Walker, the Cecil County BOE director. Former County Council President Joyce Bowlsbey is running as a write-in candidate against political newcomer and Republican Rebecca Hamilton in District 2, which Bowlsbey represented as a Republican for six years before retiring from the post. 		<description><![CDATA[NEWS ANALYSIS Campaigns for seats on the five-member Cecil County Board of Education are, by law, nonpartisan and candidates usually run low budget, mostly self-financed campaigns. But not this year, when Republican elected officials and a new political action committee created by former County Finance Director James Appel are promoting three GOP-aligned school board candidates on the general election ballot. Rep. Andy Harris (R-1) gave the PAC the maximum donation allowed by law, according to state Board of Elections records. Direct donations by County Executive Danielle Hornberger and her closest local political ally, County Councilor Jackie Gregory, indicate they are looking to install new school board members who will side with them on fiscal and other issues. In her two budgets as county executive, Hornberger provided the bare minimum level of school funds required by state law, after cutting budget proposals submitted by the current school board. If her allies take over a majority of the board, they could cut the proposed schools budget for her, before it even reaches her desk, so she would not have to take political responsibility for school spending cuts in the overall county budget.
