		<description><![CDATA[What a great budget.  It seems everyone got something from their perpetual wish list, except those paying the bills.

Cecil County infrastructure is collapsing around its ears.  Road repair and upkeep?  Glaringly absent from the budget.  Roads maintained by the state continue to see repairs.  County roads, however, full of potholes, broken pavement, and generally zero maintenence, provide us with vehicle repair challenges which clearly help local repair businesses keep our cars on the ancient roads we have here.  

We saved a ton of money this last year dodging a severe winter.  All the excess rain did a great job of washing our roads away, too.  Yet no mention of what will be done.  As someone who travels all over this county, the roads are not a localized issue.  Our roads are falling apart countywide.  Here&#039;s a thought: no new building projects until we fix what we have.  How much did that solar awning at the Elkton library with its messed up parking lot cost the citizens here?

In case you all have not noticed, we are not Harford County, nor are we capitalized with economic growth, as they are.  We certainly are much more like Kent County, where economic growth remains at a relative standstill.

Most of us have yet to recover from the past economic down turn.  Our property taxes did not go down at the same rate the economy did.  Hiring and keeping qualified people means there needs to be a reason people would actually want to stay and live here.  The only real claim to fame here, the Highway 40 drug corridor.  For that, we are infamous.]]></description>
