		<description><![CDATA[As a resident of Cecil County, living below the canal, in what seems to be the forgotten back 40 or otherwise known territory of the armpit of the county-- and as a disenfranchised Republican, who supported the current executive and [Council]-- I hope more attention to the needs of this area get more than lip service by those we elect in the future.

Not unlike our state and federal ineffective and contentious legislators, Cecil County seems to have become a mirror of their ineffectual leadership.  One must make the observation that in our case, Cecil County, that is, our lives matter.  What the executive and governing council does, or fails to do, has a direct impact on all of us as citizens and tax payers.

The potential for development in this, the tier 4 and tier 3 part of the county, has been grossly underestimated and certainly ignored for too long.  There is so much more to this county than the I95 and Route 40 corridors.  All of you who represent this part of the county must ask yourselves, if you are honestly interested, that is, just how much development has actually taken place or even been encouraged, for that matter, down here?

Other than a proposal to hide a drug rehab center out here, where no one will be exposed to that problem, especially up where &quot;civilized&quot; folks live and work north of the C&amp;D Canal, not much changes down here.  Now the state has gobbled up huge tracts of land and turned them into what looks like concentration camps, for the use of game reserves, an absolute eyesore to those of us who live here.  Added to that, the increased deer population making driving even more treacherous for those of us who must commute to earn a living, since no real economy actually exists out here, must by needs use the largely untended and poorly maintaind roadways.

My tax burdens are no less burdesome for me, as they are for all of those other county citizens that enjoy better infrastructure services, than what we get out here in gestapo land.  All that, of course, under the watchful eyes of 2 several billion dollar blimps floating high in the sky over our homes.  I know I feel safe.  Do you?

If Mr. McCarthy or anyone else, for that matter, can address these concerns,  I will support that candidate.  The lip service we received up to now, has been just that; hot air and promises. It reminds me of the mayor of the county where the legendary &quot;Chicken Ranch&quot;, in Texas was located.]]></description>
