Simple solution would be to charge the patient the additional costs– if there are any.

I certainly will have someone drive me to Christiana Hospital regardless of the nature of the situation before I go to Union. Living south of the canal becomes again a penalty that we must endure, since it seems that none of the politicians or county government really have any common sense.

The distance to Middletown is considerably shorter than going to Union in Elkton. Maybe Brooks and others should be required to make a trip south of the canal at least 4 times a year.
