		<description><![CDATA[Mr. Flanigan, as usual, did an outstanding job in explaining to the commissioners that the county did have a backup plan with as much detail as was now possible; as noted, the plan was from 2007 and needs updating. 
 
I asked him later about the impact of PlanMD.  He believes that since it is not yet finalized, its impact cannot be determined now.  I do realize as a former manager that he can&#039;t wait for every possible glitch to develop before he begins to plan.  My concern is that the updated 2007 plan&#039;s expansion in Elkton West must be factored into the WIP planning and PlanMD will impact it.  Elkton West is not part of PlanMD&#039;s growth area even though it is in the county&#039;s comprehensive plan.  

One wonders if PlanMD will throw a monkey wrench into any capital improvement plan the county&#039;s staff proposes for Elkton West.]]></description>

		<description><![CDATA[The County Commissioners should have challenged the Artesian reasons for cancelling the contract. Sadly, this did not conform to the 3 Amigo anti-growth agenda. Despite Commissioner Broomell&#039;s pathetic attempts to blame Artesian for the collapse, she clearly caused their withdrawal. We will see if she supports Mr. Flanigan&#039;s plan, given her no growth bias. 

I think that Artesian is &quot;treading water&quot; until the upcoming election results are in to see if reasonable people are in the majority. They can then request that the sale proceed with adjustments in the numbers.]]></description>
