		<description><![CDATA[I believe that it is best that Commissioner Hodge not be president of the board.  I have a great amount of respect for him, and believe he would have been an excellent president of the board. However, I believe that his talents as an insightful questioner of staff and witnesses would be compromised by the necessity of a president being more neutral and balanced during meetings.  I believe that Commissioner Moore will provide an excellent addition to the board for the same reasons that I have such a high regard for Mr. Hodge.
